Maybe we could get away with UI sugar for this. The "unredact" button would simply submit a new comment with the same text as the selected redacted comment.

It would appear at the bottom of the convo log like any other new comment. Users can do this today with copy&paste, but maybe a button would be nicer...

The suggested request was to undelete a comment, not to unredact it. When hitting the red X beside a comment, it is striked-through, which is good, since it's not totally lost. However, most readers won't read it, and it would be a nice addition to be able to remove the strike-through. Instead of red X, there could be another symbol to "restore" the comment.

Alternatively, what if the "redact" action were rendered locally in your browser with a countdown timer to it being actually committed, and a means of cancelling until the timeout? [Cancel Redact 9s Left]

There are various conflicting business rules that complicate a true "unredact". For example, reviewers can not be required to have read a redacted comment to complete the review. If you "unredact" it would need to invite reviewers back to read that comment, and it would be a strange yellow unread section with comments after it that have already been marked read.
