Image review (jpg, png, gif) is available in version 5.0. A "push pin" UI is available to indicate which parts of an image are associated with a specific comment/defect. Also, note that while you can certainly use this to review web pages (by taking a screen shot and then uploading a file to the review), version 5.0 also supports reviewing URLs as well.

Will this have a limit on the image size (how big)?
I am asking because it would be an easy way of reviewing web pages, just print them as jpg and start a review.
Although reviewing webpages would even be better!

Marking sections can be done like in ReviewBoard. You select a part of the picture (by click and dragging the mouse, like in a picture software) and then write the comment.

The concept is to graphically show the differences between the files. We have this feature in our 5.0 dev code and it works by displaying the before and after images on top of one another and varying the alpha channel of the top image. You can toggle between "before" and "after" or use a slider to see the two blended together. It's useful for icons and other graphical artifacts.

How is it supposed to work?
Should it be like a gallery with comments for each picture/version of the picture?
should there be some graphical output showing differences between pictures?
Or are you asking for adding illustrations to discussion?
