Reject Review will be available in our v7.0 release (now in beta). A reject phase has been added (so is available to the phase changed trigger) to the possible review states, rejected being a terminal state as are cancelled and completed. When rejecting a review, if reasons are defined in the “Review Reject Reasons” custom field, then a reason must be selected from a multi-select control. Otherwise, no reason will be associated with the reject event. An administrative option will be added to allow administrators, authors, creators and reviewers to reject reviews, or to limit this power to administrators.

This got “started” as a pet project long ago, and was subsequently dropped. It looks like there is a lot of support still.

I was hoping this was going to be about rolling back a committed changelist. I want something stronger than "reject". I want "roll this back".
This is especially useful for junior people overseas who do something dumb like write 10 classes to do something that already exists in Java. Here's the 1 line you should have used - now roll this back immediately.
